With this change, we no longer load fonts from cdn.protomaps.com.

This of course requires us to actually host the fonts on maps.cusy.io. These are provided by the new Fonts repository and its deployment pipeline.

Updating protomaps-themes-base to 2.0.0-alpha.3 because that's when they finally settled on Noto Sans.
